Not sure if it is in a published work of his. But Paulsen, Creighton, and Lefevre, in their book "Immanuel Kant, his life and doctrine" say it is found on an "unbound page" of his that is preserved in the Konigsberg Library.

Would anybody believe that Cicero said this if you were told that "some guys say that this is found in some Vatican manuscript"? You shouldnt.

From now on, quotes should always be posted with proper original citations (from primary texts and not secondary ones), otherwise it comes off as mere cheerleading.

I wouldn't believe it solely on the basis that anyone who can't spell aberrant isn't quoting Cicero.
